A Study on NYSGC for the Improvement of Housing Conditions in Racetracks

In a brief meeting on Aug. 22, 2022, the chairman of the New York State Gaming Commission said the group will work to improve the housing conditions of racetrack backstretches. Earlier this year, Brian O'Dwyer was appointed chairman of the organization's board of directors, and he recently visited Belmont Park and the Saratoga Race Course in person to check on their current status.


Mr. O'Dwyer is a longtime lawyer in the Empire State with extensive experience in immigration rights and labor relations. A few months ago, he took over the board chairmanship of the committee from Governor Kathy Hochul, and after a recent visit to the two tracks, he revealed his concerns about workers twisting their backs on the tracks.


The chairman of the board recently said he had some concerns about housing for backstretching workers after he visited two tracks. However, he did not elaborate on what caused the alarm but said he would address the concerns in the near future. His visit came on the back of a multi-million dollar investment from New York University to improve waist-stretching housing.

On Monday, New York association spokesperson Patrick McKenna said the association has spent more than $37 million since 2013 to reinforce and modernize the new home at Saratoga Racecourse and Belmont Park. He said this level of investment is unprecedented for the association and incomparable to any other racing organization in the United States.

Through modernization, the association developed a new dormitory in Belmont Park. Additionally, New York University has remodeled more than 100 residences in Belmont and Saratoga over the past few years. However, Mr McKenna acknowledges that there is always more work to be done and vows that in the near future the association will bring improvements to its stretched facilities.

Furthermore, prior to this meeting, Mr. O'Dwyer and the Commission passed a motion to change the state's 'sub-red' claims rule in writing a clear procedure for resolving possible objections to the claims decision. Earlier this month, the Commission announced that it would implement extended security measures for two Grade 1 races over the weekend of August 6 and 7, 2022. The 2022 Summer Games on the Saratoga Racecourse began in July and so far, New York State has reported impressive statistics in terms of attendance and steering wheels. In the first 20 days of the summer competition, the track enjoyed more than $431 million in steering wheels. Compared to the same period last year, it was $422 million. This could mean that the track has a record season in store.
