Is it necessary for everyone and how to minimize such costs?

By law, you have to have at least third party insurance coverage for any vehicle used on the roads and in public places. So yes - you need insurance, so decide which package you're going to take and get started on it.

Car insurance is a separate compulsory item in the budget, and not a small one at that. Driving without insurance can lead to a fine (£300) and six penalty points on your driving licence (which will consequently increase the subsequent price of insurance).
