3rd party or Custom TMS?

I am to build a Transportation Management System for the logistics company I work in. So there are lots of options for more - on-premises, cloud-based, or custom TMS.

I read here that custom TMS might cost much more eventually, as we invest money in developing it, but in the long run, it pays for itself. What are your thoughts?
