The fortune teller interprets the cards
On top of that, the fortuneteller interprets the drawn playing cards: either dependant on the meanings of the arcana (as the cards are named in the tarot), described in the textbooks on divination, or simply clarifies the drawings in some way. Obviously, the context is vital: the fortuneteller's job is to reply exactly the issue requested from the consumer.
