The summer competition of the Saratoga Racecourse is just around the corner, and there are two additional safety rules from the recent event to the end of the competition. The changes were made by the horse racing integrity and safety authority established to manage horse racing in Empire State and protect the health of horses competing on the track.
During the 40-day summer tournament, the saratoga racing course reported a total of 14 horses killed due to an on - track accident or non - racing misfortune. For the new rules, the Federal Horse Racing Integrity and Safety Act worked with the New York Racing Association and the New York State Game Board. They reviewed necrosis results, veterinary records, race and training records.
The HISA investigates and reviews fatal accidents in all horses, and the number of fatal accidents in Saratoga this year has prompted authorities to expand their review of the findings. One of the new rules is to have HISA's new track surface advisory group inspect soil and lawn surfaces before the race resumes at Saratoga Racecourse on Wednesday, August 30, 2023.
HISA-controlled horses are currently subject to post-examination during the race day, which includes the horse's past 30 days of medical records, previous diagnosis of injuries and disabilities, intra-joint corticosteroid injections, surgery and horse risk factors.
In addition, the agency also investigates doping in the horse racing business with new rules that specify which drugs are allowed for horses and which performance-enhancing substances are banned. The investigation involves collecting samples and conducting testing and monitoring activities on and off the track to discover potential fraudulent attempts.
The Citizens' Coalition for Animal Ethics (PETA) also criticized Saratoga racetracks for delaying the safety protocols of the Racecourse Integrity and Safety Act, which established state authority over unified regulations such as racetracks safety effective in July 2022 and doping and drug crackdowns effective in May 2022.
Last week, the New York Racing Association introduced a new rule that requires horses competing in races on three tracks to be examined by a veterinarian within 72 hours. Participating veterinarians will perform physical examinations and prove that the horse is healthy and suitable for racing. Trainers must also have a signed form from a veterinarian submitted to the competition office to participate.
In recent weeks, Dave O'Rourke, chairman and CEO of the New York racer, has apologized for the New York racer's decision to exclude certain races from its lineup. Changes have been made to the schedule for three races on Sunday at Saratoga Racecourse, and he apologized to equestrian athletes who were unable to take their seats.
