Ontario Lottery and Gaming Corporation says its new self-service lottery ticket terminals across Ontario locations will use swiping or scanning system to verify identification. But in order for that to become a reality and ensure that retailers will not have to check users’ IDs, the provincial government will need to make some amendments to the Gaming Control Act.
The OLG is a state-run organization that conducts and offers legal gambling and lottery products to the local population of Ontario. Its activities are used to provide responsible gaming to the province while also using the revenue to fund the local economy. By altering the legislation, the Crown agency will be allowed to use swipe or scan technology to confirm the user’s age.

In an interview on Friday, April 21, 2023, a spokesperson for the Crown Corporation, Tony Bitonti, noted the new self-service lottery kiosks resemble vending machines. He further explained that the new kiosks will feature all fan-favourite lottery games, such as Lotto 6/49, Lotto Max and many others. They will also offer Instant tickets to players.
According to the Crown Corporation, the new and automated terminals will allow players to swipe or scan their driver’s license, passport, or other terms of identification to confirm they are above the required legal age. That is why Mr. Bitonti assured their information will not be stored in the machine’s memory or be uploaded somewhere else on OLG’s systems.
Also, they will be placed in high-traffic areas, such as gas stations and the spokesperson said that those are usually places where customers have to wait in a long line to check their tickets. Other locations could be convenience stores and mom-and-pop shops. OLG said it will train retailers for the expansion, including imposing controls for mitigating access by minors.
Lastly, Mr. Bitonti said that such terminals are already featured in the Maritimes and British Columbia also plans on launching a similar program in 2023. The regulatory change to the Gaming Control Act was posted publicly this month. Locals may now provide comment until April 29, at which point the amendment will return to the government for further consideration.
