Most Macau casinos reopened with limited operations as part of COVID-19 measures, and business volume appears to have declined as travel restrictions limited the number of visitors to mainland China. The Game Inspection Coordination Bureau, a local casino regulator, confirmed to the media that 35 casinos have resumed operations since midnight on Saturday. The Regency Art Hotel and two casinos in Macau, Broadway, are currently closed because the hotel is being used for quarantine purposes.

Regency Art Hotel's casino operates under the license of SJM Holdings Ltd, and Broadway Macau is part of the Galaxy Entertainment Group's asset portfolio. On Friday, the city ended a nearly two-week shutdown of nonessential businesses, including casinos. According to local health authorities, Macau casinos were allowed to reopen with 50% of normal staff and followed strict disinfection guidelines. Non-essential businesses are generally allowed to resume operations and must not exceed one person per 2 square meters of space. This applies to customers or facility users and excludes employees who can attend.

The period is part of what the Macau government now calls the "integration" phase in relation to the outbreak of COVID-19, during which most businesses deemed nonessential are allowed to resume. According to authorities, the number of tourists to the reopening facility is expected to be low as there will be no easing of current travel rules between the neighboring mainland Chinese city of Zhuhai and Macau at the moment. Starting June 19, people entering Macau from Zhuhai must present a certificate issued within 48 hours of departure, showing 'negative' results for COVID-19 infections. Brokerage Daiwa Capital Markets Hong Kong said in a recent memo that it assumed the border restrictions between Macau and Zhuhai were necessary for the physical recovery of the Macau gaming industry "to return to the 7-day nucleic acid testing requirement during the fourth quarter of 2022.
