Can this be accomplished in some Frankenstein-type Google Doc?

Hello,

Looking for some guidance or hopefully some in use systems to accomplish this task. My office is wanting to use a mobile device to track attendance at office meetings and training sessions. We are looking for an app or software that can be used on a mobile device to be acquired where the attendees can check themselves into a particular meeting or training class. Each conference room/training room will have its' own device in place.We want to be able to have a centralized list of all staff/employees that is searchable by attendees so they can just start typing their name and it will pop up. Total names in the list would be about 250 right now.We want to be able to update all devices from 1 location. We add employees on a weekly basis and would love to have each device update from a master list.
We want to be able to download attendance records from each device to a central database/spreadsheet.

Doesn't matter if it is iOS or Android right now. The devices to track attendance have not been selected yet.Can this be accomplished in some Frankenstein-type Google Doc?

Please help.
