I very strongly suspect the something that has been indirectly talked about, and is the artifact in that and the desert used to make the pantheon. The narrative of the desert pantheon sound what I'd think something known as the template could do. He discovered beings like a fighter or crocodile and used them as literal templates, via the"Template", to make gods. The reason why the production tales are so inconsistent since not one of them understood the way the creation worked which is, they understand the base ingredient and the manufacturer only made up the rest of the details themselves. The elder god artifacts exist to create planes and were eventually largely phased out, the core of Gielinor doesn't seem to fit that whatsoever.
