I tried opening QuickBooks payroll but got QuickBooks Error 15106. What does it mean?

Fix error 15106 in QuickBooks Desktop
Step 1: Log in to your computer as an administrator. But I already logged in as a different user.
Step 2: Stop your antivirus application and rename folders.
Step 3: Turn off User Account Control (UAC)
Step 4: Perform a clean install in Selective Startup.
