It is a rumor, however, Jeff Gertsmann was the person who talked about it, and he's not some arbitrary. Granted, he is not super powerful in the gaming arena, but he's very much an experienced reporter and match reviewer, even though he is not a journalist; he has a great deal of connections. Not very long after the announcement of PSO2 to PSO2 Meseta its west in 2012, alot of downsizing happened for the western branches of SEGA, especially SEGA of America. For a while SEGA needed to focus only on a few important franchises in the westand it was only after SEGA of America was merged into Atlus USA in 2015 that things began to get better.
There was no way they could have managed a huge online game such as PSO2 during those years, and even after the mix, they were occupied with not just localizing more matches from more franchises that they could not in the years before, but also they had been busy with enhancing their localization process so the western discharges could be closer to the JP releases. Even now in 2020 the current SEGA of all America/Atlus USA wouldn't have been able to deal with the whole PSO2 job independently (as we could see by the partnership between SEGA and Microsoft with MS hosting the servers and community and service being outsourced to ESTSoft).

Just keep supporting and playing the game if you enjoy it and hopefully Sega will see that they have a good enough player base here not to bungle items later on. All of what has been said here makes really a great deal of sense in retrospect. The clunky translation on account of the team not having much control on it, and also the huge wait for the EN version. For all those of you who do not remember, PS as a string has had some really DOGSHIT customer service at the west, all of the way back to PSO. Sega as a company has an extreme tendency toward the crippling fear of earning cash.
GotId adore how that dude's experience is gatchas and the SEA fiasco, which makes me feel so comfortable with the game's future... SEGA simply don't like the west, and cheap Phantasy Star Online 2 Meseta we would've never gotten this game if not for a significant firm like MS. I do not know whether it is because of terrible history with cheaters from PSO /PSU, or sore over the Dreamcast's passing which was all thier own fault. They arent even Sega anymorethey are Sega Sammy. How the mighty has fallen.
